Allow our farmers to grow their farms

In order to expand our food production, farmers need the ability to construct new barns, processing and storage buildings, all of which require significant investment and cost.  The scaffold law has to be reformed to cut costs of construction, in order to allow our farmers to grow their farms for the future.
